TopTies = "fewer" | "all"

What a "top N" does with the tie group its cut falls in. "fewer" (the default) leaves the whole group out, so the top holds at most n and can hold none when every element ties; "all" takes the whole group, so the top holds every element tied at the cut and can hold more than n.
