The two numbers the gate compares a run against.
exactComputationSeconds is in SECONDS: the policy is "if the estimate is at or below the cap it runs exactly", so the cap and the estimate have to be the same kind of number. It is a different threshold from the reader-facing "ask before runs estimated over" preference, which belongs to whoever is watching the screen rather than to the element.
