One 1.10 registry key a 2.0 descriptor replaces, with the parameters that reproduce what that key used to do.

The parameters are what makes this a migration source of truth rather than a rename list: scc does not become components, it becomes components run with { strength: "strong" }, and a compatibility shim that forgets the second half silently computes the wrong answer.
