Something that is broken or missing, written down so a gate can stay green while it is fixed.
This is the entry that has to be able to run out: a defect that is green for ever is how four repaint bugs stayed quiet in this package until somebody re-read the list by hand. It carries a person and a date, and test/contracts/waiver-expiry.test.ts turns red the day after expires -- so what a defect waiver offers is "fix it, or look again and write down why it is still here", never "write it down once and stop thinking about it".
