Every palette the element itself ships.

FROZEN, AND IT NEVER GROWS. A palette a third party registers does not land here: this table answers "what does the element ship", which has to stay a different question from "what can this page paint with" -- a consumer reading it is reading the element's own list, and a plugin appended to it would silently change what that list means. The two are joined at the lookups below and at the catalogue door, never in the table.
