Build the dispatcher for an accelerator, or for none.

AlgorithmAccelerator | null | undefined

The injected accelerator, or null / undefined for the CPU path

Returns

AcceleratedAlgorithms

A dispatcher whose methods delegate where they can and run the CPU port otherwise
