planStyles(values, features, options?): ExtractedStyles

Plans a file's styles: the rules that reproduce its per-element values, with the columns they read.

Parameters

the canonical values, the declared rules and the graph they belong to

the candidate explaining columns per target (featuresOf() of the snapshot)

tool defaults, the budget, the notes collector, the raw columns and a cancel signal
